In a separate letter regarding the raising of

a loan to finance "special expenditure" I have suggested that the Governor should consider whether a certain proportion of the amount provided under this head should not be charged to revenue,

The question arises as to whether the Seors tary of State should approve the estimates. I think that we shall have to inform the Governor that it is not possible in existing circumstances to carry out a detailed examination of the estimates. However, for the purpose of complying with the Colonial Regulations there would be advantages in formally "approving" the estimates and we propose that the Secretary of State shall do this on the assumption that:-

(a) all personal emolument items are on pre-war

scales plus such amendments as have been separately approved by the Becretary of state;

(b) all items of "other onarges" are generally

of a normal pre-occupation character wita inevitable additions ɛe are accessitated owing to the present circumstances in Hong Kong;

(c) all other major iteme of axpenditure have already been approved by the secretary of &tate separately or will now be submitted
